Why might I need export documentation?
You might be asked by your customer specifically to obtain export documentation; this could be either to prove the origin of the goods, to ensure that the goods move through customs easier or to benefit from preferential trade agreements.
What export documents does Norfolk Chambers provide?

When do I need an ATA Carnet?
An ATA Carnet acts as a “passport for goods” and is essential if you’re temporarily exporting items such as exhibition materials to trade shows, professional equipment for demonstrations, or samples for client presentations. This is particularly useful for Norfolk businesses attending international trade fairs or providing services overseas, as it allows you to move goods across borders without paying duties or VAT, provided the items return to the UK within 12 months.
What is a Certificate of Origin and when do I need one?
A Certificate of Origin is an official document confirming where your goods were manufactured or substantially transformed. Many countries require this for customs clearance, and it’s essential for accessing preferential tariff rates under trade agreements. If you’re a Norfolk manufacturer exporting food products, engineering components, or other locally-made goods, this document proves your products qualify as British-made.
Do I need different documentation for EU and non-EU exports?
Yes. Since Brexit, exporting from Norfolk to EU countries requires customs declarations and often EUR1 movement certificates to access zero or reduced tariffs under the Trade and Cooperation Agreement. For non-EU countries, requirements vary by destination but typically include commercial invoices, packing lists, and Certificates of Origin. What is the most common trade documentation needed when obtaining a Certificate of Origin or EUR1?
When obtaining a Certificate of Origin or an EUR1, it is crucial to have a commercial invoice, and you may need a packing list to support your applications. For foreign origin goods, you will need evidence that shows the manufacturing address of the goods.
How long will it take to obtain a UK Certificate of Origin?
This can vary on the complexity of your application, but for standard applications we aim for the same day or the following day. For express and special delivery applications, these are completed on the same day of application, with express requests usually completed within 2 hours of submission.
I’m a Norfolk food or drink producer – are there special export requirements?
Yes, food and agricultural products often require additional health certificates (EHC) and phytosanitary documentation. Norfolk’s thriving food and drink sector, from seafood to craft beverages, must meet specific regulations depending on the destination country. We can guide you on documentation requirements and connect you with the right certification bodies for your products.
How much does an ATA Carnet cost?
An ATA Carnet requires two different payments:
- Issuing Fee – This is the cost of the issuance of the physical ATA Carnet document:
- Member: £240.00 + VAT
- Non-Member: £400.00 + VAT
- (Express Service has an extra cost of £100 + VAT on top of the issuing fee)
- Security Fee – This is the security bond all Carnets have to be covered with to ensure the goods are returned to the UK. The Security Fee is calculated considering three main factors: the country(ies) to visit, the duration of the trip, and the type of goods exported. This amount is not reduced by a membership with us.

How long does it take to issue an ATA Carnet?
This depends on the complexity of the application and the urgency of the request. If you are new to ATA Carnets, we advise allowing at least a week in order to get the information over to us required. We offer an express service at an additional £100 + VAT. What are Incoterms and why do they matter for my Norfolk business?
Incoterms (International Commercial Terms) are standardised three-letter codes like FOB, CIF, or DDP that define who pays for shipping, insurance, and customs, and when responsibility transfers from seller to buyer. Do I need to register for an EORI number?
